1. Community Guidelines
Wall is a social platform that runs inside Telegram. All content on Wall must comply with this Policy and with Telegram's Terms of Service. If any rule below is less strict than Telegram's rules, Telegram's rules apply. We also follow applicable European Union law, including the Digital Services Act (DSA), and the laws of the countries where our users reside.
1.1. Prohibited content
The following is strictly prohibited. It will be removed on sight and may result in an immediate, permanent ban — and, where required, reporting to the competent authorities:
- Child sexual abuse material (CSAM) of any kind, including AI-generated, drawn, or stylized material depicting minors. Such content is reported to law-enforcement and to specialised hotlines (e.g. NCMEC, INHOPE) where applicable.
- Terrorism, extremist propaganda, and incitement to violence, including glorification of attacks, recruitment, or calls to harm.
- Credible threats and targeted harassment against individuals or groups.
- Hate speech attacking people based on race, ethnicity, national origin, religion, gender, sexual orientation, disability, or similar protected characteristics.
- Content promoting self-harm or suicide.
- Illegal goods and services, including drugs, weapons, stolen data, counterfeit documents, and fraudulent financial schemes.
- Doxxing — sharing private personal information of others without their consent.
- Non-consensual intimate imagery, including "revenge" content and non-consensual deepfakes.
- Spam, scams, phishing, coordinated inauthentic behaviour, and platform-manipulation rings.
- Impersonation of other people, brands, or organisations.
- Malware, exploits, or links that distribute them.
- Sanctioned or embargoed content — we do not knowingly host content from individuals or entities subject to international sanctions.
1.2. Restricted content
- Adult content. Sexually explicit material must comply with Telegram's platform rules and with applicable law. It may be restricted, age-gated, or hidden in some regions.
- Graphic or disturbing content must use content warnings where available.
- Health and election misinformation that is demonstrably false and likely to cause real-world harm may be removed.
- Copyright-protected material may be posted only if you own it or have the right to share it.
- Synthetic media depicting real people. AI-generated content depicting identifiable real persons must be clearly labelled and must not be used to deceive or defame.
2. Reporting Content
To report content that violates this Policy:
- Use the Report button on any post or profile inside the app
- Email [email protected] with the content link and reason
- Message @wall on Telegram
- For child-safety emergencies: [email protected] (24/7 priority queue)
We aim to acknowledge reports within 24 hours and to act on confirmed violations as quickly as is reasonable, prioritising imminent harm and child-safety reports. We may also forward serious reports to Telegram, to law enforcement, and to specialised reporting bodies.
3. Moderation Process
- Reported content is reviewed by trained human moderators, supported by automated triage.
- Content may be hidden while under review.
- If a violation is confirmed, the content is removed and the author is notified in-app, with a reason and the option to appeal.
- Repeat offenders face escalating enforcement: warning → temporary restriction → permanent ban.
- Severe violations (such as child safety, terrorism, or imminent threats of violence) result in an immediate permanent ban and referral to authorities where required.
We act independently and in good faith. We do not act on bad-faith mass reports, and we protect journalists, researchers, whistle-blowers, and human-rights defenders from coordinated takedown campaigns to the extent permitted by law.
4. DMCA Takedown Procedure
We respect intellectual property rights and respond to properly submitted takedown notices under the U.S. Digital Millennium Copyright Act (DMCA), the EU Copyright Directive, and equivalent frameworks in other jurisdictions.
4.1. Filing a notice
If you believe your copyrighted work has been posted on Wall without authorisation, send a notice to [email protected] including:
- Your full legal name and contact information.
- A description of the copyrighted work you claim is infringed.
- The direct link(s) to the allegedly infringing content on Wall.
- A statement that you have a good-faith belief that the use is not authorised by the copyright owner, its agent, or the law.
- A statement, under penalty of perjury, that the information is accurate and that you are the copyright owner or authorised to act on its behalf.
- Your physical or electronic signature.
4.2. Counter-notice
If your content was removed and you believe it was a mistake, you may send a counter-notice to [email protected] with:
- Your full legal name and contact information.
- Identification of the removed content and its location before removal.
- A statement under penalty of perjury that you have a good-faith belief the content was removed by mistake or misidentification.
- Your consent to the jurisdiction of the courts in your place of residence (or, if outside the U.S., the courts of the Republic of Serbia).
- Your physical or electronic signature.
If the original complainant does not file a court action within the period required by applicable law, we may restore the content.
4.3. Repeat infringers
Accounts that receive multiple valid takedown notices will be terminated under our repeat infringer policy.
5. AI-Generated Content
Content you create using our AI features is subject to the same rules as any other content. You are responsible for what you generate and publish. Prompts that attempt to produce prohibited content — including sexual content involving minors, non-consensual intimate imagery, or misleading depictions of real people — are forbidden and may be automatically blocked. We retain prompt logs for safety auditing for a limited period; see the Privacy Policy for retention details.
6. Blockchain Content
Posts sealed on the TON blockchain ("chain posts") are recorded on-chain and cannot be altered or deleted from the blockchain itself. We can hide a chain post from the Wall interface if it violates this Policy, but the on-chain record will remain. Think carefully before sealing anything on-chain. Personal data published on-chain cannot be recalled by us, even on a valid GDPR erasure request — the constraint is technical, not a refusal of your rights.
7. Appeals
If you believe a moderation decision was made in error, you may appeal by emailing [email protected] with your Telegram username and a description of the issue. Appeals are reviewed by a moderator who was not involved in the original decision. We aim to respond within 7 days. Where applicable, you may also bring a complaint before a certified out-of-court dispute settlement body under Article 21 of the EU Digital Services Act, or before your local data-protection or consumer-protection authority.
8. Transparency
We intend to publish a public transparency report at least once per year, summarising the volume of moderation actions, government and law-enforcement requests received, and the outcome of appeals. The first report will be published once we cross the reporting thresholds set by the EU Digital Services Act, or earlier on a voluntary basis.
